The towns of Glenville and Brighton are very different in some respects. Glenville comprises the portion of Schenectady County north of the Mohawk River; Brighton is an inner-ring suburb of the City of Rochester. Glenville is over three times as large in area, but Brighton has 20% more population. Brighton town government has been controlled by one party for over 30 years, while the Glenville town board is currently divided between the parties.

Yet these towns have one thing in common: governments that are laser-focused on serving their residents. Long-time supervisors Chris Koetzle (R) of Glenville and Bill Moehle (D) of Brighton join together to share some of the innovative practices in visionary and strategic leadership, organizational culture, and constituent engagement that have led to high levels of satisfaction among the residents of each town.

About our speakers

Chris Koetzle served as the Supervisor of the Town of Glenville from 2007 through April, 2024, when he resigned to take a new position as President of the Association of Towns of the State of New York. He looks forward to working on behalf of all 933 towns in New York, instead of just one.

Chris has held a variety of positions in business, banking and public relations. He has Rochester-area roots, with a BA in Economics from St. John Fisher and a MA in American History from SUNY Brockport.

Bill Moehle has served as Brighton Town Supervisor since January 1, 2012. Before his election as Supervisor, Bill served for over 18 years as Attorney to the Town of Brighton, where he represented the Town in matters concerning all aspects of Town government, served as counsel to the Town Board and Historic Preservation Commission, and drafted laws and ordinances for the Town. Bill has lived in Brighton for over 45 years. He holds a B.A., cum laude, from Williams College, Williamstown, Massachusetts and a J.D. from New York University School of Law. He has been active in a number of community activities, including Brighton Rotary, where he is Past President and Past Assistant Governor of Rotary District 7120, the Brighton Chamber of Commerce, where he is also Past President and ex-officio Member of the Board of Directors, and the Landmark Society of Western New York, Inc., where he serves on the Board of Directors. Bill is the Past President of the New York State Association of Towns, where he also sits on several standing committees,and is Past President of the Monroe County Supervisors Association. He is ViceChair of the Monroe County Council of Governments.
